The problem is that the skin is already listed in the texturedescriptor. That makes the game treat it as if it's a standard skin and it looks for those files(the tx's and the tga's). However, those files don't exist yet-- the only things in the folder are the two bmp's in the skins folder.
I got it to work by treating it like an entirely new skin; I deleted the herbie references in the texturedescriptor and changed the number of skins back to 1, then ran the game and created a new skin called herbie, then ctrl/esc'ed out to the desktop and extracted the herbie bmp's to the bugger/skins folder, then went back in and updated the herbie skin and there it was.
Cheers....

make the texture descriptor look like this:

then just treat it as a normal addon skin.
