There's so many Android devices out there it's hard to say! I can only recommend looking through the reviews on the Google Play store to see if there is anyone else using a device like the one you mention or take a look at the list of devices we have tested Carmageddon on in our support section - http://www.carmageddon.com/funsize/support/carmageddon/24451

Xmulder1 ... I wouldn't be too optimistic. While the GPU isn't listed, 512MB RAM and a 1Ghz Allwinner A13 are definitely very low-end. Since there have been reports of bad performance on the similarly powererd XPeria Play, I'd expect the same of the CityTab... of course I COULD be wrong, just telling you to not get your hopes up.
