Carrier level fix: lower floors accessible

Simple stuff that was requested in the Discord server last month.
This fix restores the triggers to activate the lower elevator and the doors to reach the lower floors of the carrier (these are otherwise only accessible in the mission level).
It should behave exactly like in the mission really.
The main purpose of this fix is to make All Pedestrian Kills speedruns achievable.

Note: the carrier level files must be unTWaTted (unpacked). Either grab the unpacked race folders from the Vanilla C2 mini-pack or grab the template set from toxic-ragers.co.uk.
